Registering with the Mulberry Building Department before the permit
The City of Mulberry Building Department page lists what it takes to register with the city: a current Business Tax Receipt from a Florida county or city, a general liability insurance certificate, a workers' comp certificate or exemption in the license holder's name, and the state certified registration form. The certificates have to name the City of Mulberry Building Department as certificate holder, and the packet gets emailed to the department. Every private provider form has to be turned in when the permit is applied for, the forms come from the city, and no substitutions are accepted. Before a permit is released the city wants written authorization from the owner or the owner's contractor, a signed notice to the Building Official, notarized affidavits and the provider's insurance certificates.
The inspection reports matter on pour day. Mulberry says any report not filled out and signed by the provider or a duly authorized representative will not be accepted. For a slab, that includes the inspection before the pour, so get that report signed before the truck is ordered. A private provider can speed up a tight schedule. Missing paper slows it down. Bone Valley lots: native sand, reclaimed land or imported fill
The water management district's phosphate history puts a mining company store in the Bone Valley around 1920, near present-day Mulberry, and the city's website still lists a Phosphate Museum among its community resources. USGS counts mining areas at about 4 percent of Polk County, mostly in the southwest. A parcel near town may have been mined, reclaimed or filled, or it may be native sand that was never touched.
Find out before the plans are final. Ask the seller what the land was used for and whether fill came in. Look up the parcel on the NRCS Web Soil Survey. Dig a test hole or two by hand and see whether the sand changes color or texture a foot down. Then show us. If the pad needs more than 12 inches of compacted fill under a shallow foundation, Florida's building code calls for a geotechnical investigation, and we compact to that report.

City limits or county land around Mulberry
The Property Appraiser's permit agency list shows the City of Mulberry as its own permit agency with its own permit lookup. A Mulberry mailing address outside the city limits goes to the Polk County Building Division instead, and Polk requires a permit for slabs that support a structure, with setbacks from property lines and easements. Check your parcel before you choose a builder or a pad location.
