Outside the line, the Polk County Building Division at 330 West Church Street takes filings through the Accela Citizens Portal. The county wants a permit for any building regardless of size and for slabs that support a structure, and every slab except sidewalks and driveways has to meet setbacks from property lines and easements. Cattle barns, feed rooms and working pens on Bartow pasture

Polk's 2022 Census of Agriculture counted 109,225 cattle and calves, and pasture was the biggest use of the county's farmland at 269,459 acres. Bartow Executive Airport (BOW) sits 4 miles northeast of town, owned by the Bartow Municipal Airport Development Authority, with a 5,001 foot runway 5/23, a second runway 9L/27R and a control tower. FAA remarks note overhead power lines in the T-hangar area with about 20 feet of clearance. That number matters on pour day. A pump boom raised toward those wires is a hazard, so a hangar floor there may need a chute from the ground side, a line pump or a different approach to the forms.

Ridge ground south of town and how much fill a pad takes

USGS says the Lakeland Ridge runs to the south of Bartow, rising to about 270 feet above NGVD 29, so parcels around town are not all flat. On a sloped site, shoot the grade at all four corners of the pad before you price anything. A big drop from one end to the other means one side gets fill.

Fill has limits. Florida's residential code caps fill under a slab at 24 inches of clean sand or gravel, or 8 inches of earth, unless approved. For a building designed under the Building volume, a shallow foundation on compacted fill deeper than 12 inches needs a geotechnical investigation, and that report sets the compaction targets.
