Which side of the county line is your Poinciana lot on?
The 2020 Census counts 69,309 people in Poinciana as a whole, split almost evenly: 34,915 in the Polk County part and the rest across the line. Poinciana is a census-designated place, not a city, so there is no Poinciana building department on either side. On the Polk side, your permit goes to the Polk County Building Division through its Accela portal.
The two counties do not write the same rules. Take sheds: across the line, every storage shed needs a permit regardless of size. On the Polk side, the only storage building that skips a permit is a closet-type unit no taller than 5 feet and no bigger than 50 sq ft. Setbacks and forms are set by each county too, so draw your plans for the office that will review them.
Look up your parcel on the Polk County Property Appraiser site before you hire a designer. If the parcel is there, you are on the Polk side and this page applies. Then pick the floor you need: workshop and garage slabs, pole barn slabs or barndominium foundations.

The plan set Polk reviewers expect for a Poinciana building
Polk's permitting and plans review guide sets the minimum set: a site plan, a foundation plan, a floor or roof framing plan or truss layout, exterior elevations and a floor plan. The county asks for a permit on any building regardless of size and on slabs meant to support a structure, and it says every slab has to clear setbacks from property lines and easements and meet drainage rules.
On a subdivision lot, the site plan does most of the work. Draw the house, the new slab, the side and rear lines and any easement strip, and show where roof water from the new building will go. The foundation plan is what we pour from: thickness, edge depth, steel and any anchor bolts. Whoever holds the permit books the inspections. Once the pest control company finishes the soil treatment, it issues the building department a certificate of compliance under Florida Building Code section 1816.

Poinciana Parkway construction and the truck route in
The Central Florida Expressway Authority is extending the Poinciana Parkway (SR 538) 3.1 miles from Ronald Reagan Parkway to CR 532, with an interchange at US 17/92, and FDOT plans to carry it on to I-4. Florida's Turnpike Enterprise is also studying Central Polk Parkway East, which would tie into the Poinciana Connector as a relief route for congested US 27.
While those segments are under construction, routes in and out can change month to month. We check the batch plant route close to the pour date, because concrete starts working against you once it is mixed. Then we look at your end of the trip: a curb cut or swale crossing that may not take a loaded mixer, a gate too narrow to swing through, low service lines and a soft side yard. On a fenced subdivision lot, a pump can be the clean way to reach a back-yard slab, and it shows up on the written quote as its own line.

When a Poinciana back yard holds water after a storm
If trucks and equipment packed your lot down when the house went in, the ground may drain slower than the soil map suggests. The Polk County Water Atlas notes that compacted soil takes in water slowly, so standing water can appear after rain. A new slab in a yard like that changes where the water goes, and the floor has to sit above it.
Before the visit, look up your parcel on the NRCS Web Soil Survey and send us the map unit. Polk ground ranges from ridge sand that drains fast to flatwoods sand where the seasonal high water table can sit a half foot to a foot and a half down for about four months a year. Then walk the yard the morning after a hard storm and note where puddles last. We set pad height and the slope away from the slab from those notes.
