Waverly is a small unincorporated community, 661 people at the 2020 Census, with farm and grove ground all around. Will a loaded mixer make it down your lane?

A barn pad a few hundred feet off the road is a different pour from a backyard job. A full ready-mix truck is heavy. Loose sand that a pickup handles fine can bog it down, worst of all the day after a storm. Walk the route before we do and note four things: the narrowest point, including the gate; any ditch crossing or culvert; low branches and overhead lines; and a spot near the pad where a truck can turn around or back out straight.

If the lane is soft, there are fixes. We can schedule after a dry stretch, put down a firmer path where the truck tracks, or set a pump at the road and run line to the forms. Each one costs money, and we'd rather put it in the written quote than find it on pour day. Pick a washout spot too, away from your well and any low ground that holds water. The National Weather Service puts the rainy season for this part of Florida at May 25 to October 10, so summer pours get an early start and a backup date.

Ag classification, the March 1 return and Polk's farm barn affidavit

Florida's s. 604.50 lets a nonresidential farm building on land used for bona fide agriculture skip the building code, except floodplain rules. Our farm building exemption guide covers the full test, so here is only the Waverly side of it.

The land part starts at the Property Appraiser. Under s. 193.461, only land used primarily for good-faith commercial agriculture is classified agricultural, and the appraiser weighs how long and how steadily it has been farmed and whether the size fits the use. The classification return is due March 1 each year. If your grove or pasture isn't classified yet, settle that before you count on the exemption.

The building part runs through the county. Polk's Agricultural Exemption Affidavit is notarized and valid only with an issued permit, and the county's plan review guide lists a nonresidential farm building with full-size scaled construction plans, a site plan and the parcel ID. A building anyone will live in never qualifies, so a barndominium on Waverly acreage gets a full house permit.

The Central Polk Parkway East study near Waverly

Florida's Turnpike Enterprise has a selected corridor for the Central Polk Parkway East that begins on US 27 north of Cypress Gardens Boulevard and Waverly Road. The plan is a new tolled, limited-access road ending on US 17/92 near Ernie Caldwell Boulevard in Davenport, planned as an alternate route to congested US 27. It is a study, not a road under construction, but a corridor line is worth checking before you place a barn you plan to use for decades. The project page has the map.

If your acreage sits near US 27 north of the Waverly Road junction, pull up that map and the parcel lines together before you stake the pad. The study doesn't change how we build the slab. It can change where the slab should go, and how the truck gets to it.

A private hangar on Waverly acreage or a lease at X07

The closest public airport to Waverly is Lake Wales Municipal (X07), owned by the Lake Wales Airport Authority, with a 5,400 by 100 foot runway and tiedowns. A hangar on airport land answers to the authority and its lease terms as well as the permit office, so get their rules in writing before you order steel. A hangar beside a private strip on your own acreage goes through the Polk County Building Division like any other building.

Either way the floor is engineered. Questions We Get

Is Waverly its own town with a building department?
No. Waverly is a Census-designated place, a statistical area rather than a city, and it is not on the Property Appraiser's list of cities and towns that permit their own work. That puts a Waverly parcel with the Polk County Building Division in Bartow. Check the parcel on the list if your land sits near a town line.
My Waverly land is in citrus. Does a storage barn on it still need county paperwork?
Plan on it. Section 604.50 can exempt a nonresidential farm building on bona fide agricultural land from the building code, but Polk's Agricultural Exemption Affidavit is valid only with an issued permit, and the county's guide still asks for scaled plans and a site plan. Floodplain rules apply either way.
When is the agricultural classification deadline for Waverly acreage?
The return for agricultural classification is due to the Property Appraiser by March 1 each year under s. 193.461. Only land used primarily for good-faith commercial agriculture qualifies. It could affect where you build. The selected study corridor begins on US 27 north of Cypress Gardens Boulevard and Waverly Road. It does not change slab rules, but check the Turnpike Enterprise map before you set a permanent building close to that junction.
Who do I ask about a hangar at Lake Wales Municipal near Waverly?
The Lake Wales Airport Authority owns Lake Wales Municipal (X07), so a hangar on airport land follows its lease rules as well as the permit office. Get those terms before ordering steel. A hangar on your own Waverly acreage goes through Polk County, and either floor is built to the engineer's plans.
