Polk County, not the City of Winter Haven, reviews a Cypress Gardens permit

Cypress Gardens is a Census-designated place, not a city, so it has no building desk of its own. The Property Appraiser's permit agency list names each city and town that permits its own work, and any address outside them goes to the Polk County Building Division in Bartow. The county's permitting page takes small buildings seriously. Any building, regardless of size, needs a permit. So does a slab that supports a structure, every pre-manufactured storage building and any carport with a rigid roof. The only storage left off the list is closet-sized: 5 feet mean height, 50 square feet, 250 cubic feet and no power or plumbing. A 10 by 12 garden shed is well past that. Plan on a permit for the shed and its pad. Filing runs through the county's Accela Citizens Portal.

Setback lines, easements and where the runoff lands

Polk County says every slab except sidewalks and driveways has to meet the minimum setbacks from property lines and easements, and that the drainage rules in the Building Code and Land Development Code apply too. On a house lot that turns into a tape-measure question before it is a concrete question. Find your survey, mark the corners of the pad you want and measure to each line. A recorded utility or drainage easement across the back corner can move the pad more than any setback.

Water is the other neighbor issue. The Polk County Water Atlas notes that ground packed down by driving or construction soaks up water poorly and can hold standing water after rain, which is exactly what happens to a yard after a pour. We set the pad height and the grade around it so water from the slab and the new roof heads to your swale or the street, not across the fence. Soil and sinkhole records vary by parcel across Polk, so pull yours up on the NRCS Web Soil Survey before you pick a final spot.

How the Job Goes

    Forms and steel are checked, the truck or pump comes in on the planned route, and the slab is finished and kept moist while it cures.

Garage and shop slabs: the poly, the joints and the termite certificate

Florida's residential code drops the vapor retarder requirement for garages, utility buildings and other unheated accessory buildings. That sounds like a saving, and sometimes it is one. The termite rule pulls the other way: soil treated for termites has to be covered with 6-mil poly, and if rain lands on it first, it gets treated again. So on a treated pad the order stays plumbing first, then the pest control company's treatment and its certificate to the county, then poly, then steel. Your plans or the county tell you which case your building is.

Joints are the other choice on a garage floor. The code lets a slab skip contraction joints if it carries synthetic fiber or 6x6 welded wire in the middle to upper third. Where we do cut, NRMCA spaces joints 24 to 36 times the thickness, so a 4 inch, 24 by 24 garage floor gets cut into four panels of about 12 feet. Getting the mixer past Lake Ned Road and into a fenced yard

Polk County's capital program lists a roundabout at Cypress Gardens Road and Lake Ned Road, and Florida's Turnpike Enterprise is studying a Central Polk Parkway East corridor that begins on US 27 north of Cypress Gardens Boulevard. Neither sets a rule for your slab, but road work near your street changes how a concrete truck gets in, so tell us your cross streets when you call. If your parcel is bigger and sits near that US 27 junction, look at the corridor map before you place a building.

Inside the yard the questions are smaller and more practical. Measure your gate. Note any pool cage, fence panel that can come down, low branch or overhead service line between the street and the pad. Mark the septic tank and drain field so no truck rolls over them. When a chute can't reach, a pump can. We price that as its own line up front, not on pour day.

My mail says Winter Haven. Why does Polk County permit my Cypress Gardens slab?
Because Cypress Gardens is a Census-designated place, not a city, and the mailing address does not decide the permit office. The Property Appraiser's permit agency list shows which cities permit their own work, and parcels outside them go to the Polk County Building Division in Bartow. Look up your parcel before you file, since a lot that falls inside city limits goes to the city instead.
Does a carport over my Cypress Gardens RV pad need its own permit?
If the carport has a rigid roof, yes. Polk County lists carports with rigid roofs among the work that needs a permit, along with slabs that support a structure.
