A ridge of sand between the lakes: what that means for a Winter Haven pad
The USGS describes the Winter Haven Ridge as the easternmost piece of the Polk Upland, mostly small remnants standing around 200 feet, with sinkhole-formed lakes near the city. The same report says Polk's ridges have closed-basin lakes and sinkholes, deep water tables and drainage that runs underground rather than across the surface. For a concrete slab contractor in Winter Haven, FL, that points to a dry, sandy pad on the high ground and softer, wetter ground as you get close to a lake edge or a low bowl.

Siting a slab near a lake basin or a low bowl
Not every lake here works the same way. A closed-basin lake has no surface outlet. The Winter Haven Chain of Lakes is different: the USGS counts 13 lakes, Howard, Shipp, May, Hartridge and Eloise among them, tied together by canals built in the 1920s, with an outlet structure on Lake Lulu that regulates their levels, so they now rise and fall at about the same elevation as Lake Lulu. On a lot that slopes toward either kind, the lowest corner of your pad is the one to watch. We set the finish floor height and the pad shape so storm water moves away from the slab, and we would rather move the building a few feet uphill than fill a soft spot.
Sinkholes come up here. The USF map of reported Polk County sinkholes names Winter Haven among its places, and the mapmakers warn the data can include non-karst settlement like a collapsed septic tank or water main. Treat a nearby mark as a reason to look, not a verdict on your lot.
What to check before the visit: pull the parcel on the NRCS Web Soil Survey, walk the lot after a heavy rain and photograph where water sits, and note any round depression or old filled pit. If the pad will need more than 12 inches of compacted fill under a commercial building, the code calls for a geotechnical report, and that report sets the compaction. Accela for new Winter Haven permits, eSuite for the old ones
The City of Winter Haven runs its own permit office, separate from the county. Its Building & Permitting Division takes new applications through the Accela Citizen Access portal and keeps the older eSuite portal for searching permit history from 2025 and earlier. The division's page also posts its submittal requirements, fee schedule and a Notice of Commencement form.
That history search is worth ten minutes before you build. If a prior owner poured a slab, added a septic system or put up a shed, the old permit can show where it sits and what was approved, which helps you place a new building without surprises. The city's page does not list slab or accessory-building rules, so ask the division about setbacks for your lot before you pay for plans.
Not every Winter Haven address is in the city. Cypress Gardens and Wahneta are unincorporated, so the Polk County Building Division handles those, while Lake Alfred, Eagle Lake and Auburndale each run their own desks.

Winter Haven Regional Airport sits about 3 miles northwest of town. The FAA record lists the City of Winter Haven as owner, a single 5/23 runway of 5,005 by 100 feet, hangars and tiedowns, and no control tower. A new hangar there is built on city-owned ground.
A hangar slab is its own job. We price it on 6 to 8 inches of reinforced concrete, a footing under the door track, and a finish smooth enough for epoxy later, at $10 to $18 per sq ft. Because the city owns the field, a hangar on airport ground answers to the city twice: once as landlord, once as permit office. Barns, barndos and the farm-building question near Winter Haven
Polk County still counts citrus and cattle in its economy, and a barn near Winter Haven used mainly for that work may qualify for Florida's farm-building exemption. For a plain pole barn, the bigger choice is timing. A 30x40 floor of 1,200 sq ft at $7 to $12 works out to $8,400 to $14,400 before fill and access. Pouring inside a standing frame means forming around the posts and getting the truck to the opening, so tell us the order before we price it.
