Polk County's permit agency list shows the City of Winter Haven as its own permit agency, apart from the county. Inside city limits, new applications go through the Accela Citizen Access portal at the city's Building & Permitting Division. When a pad needs more than 12 inches of compacted fill under a footing, the Florida Building Code already calls for one. A metal building's foundation sheet picks one of three layouts, and the frame's column loads decide which:

  • Thickened-edge slab: floor and perimeter footing in one placement.
  • Slab with column piers: deeper concrete only where the columns land, with the floor between them.
  • Piers and a gravel floor: concrete only at the columns today, with a slab added later if the drawings plan for it.

Questions We Get

My Winter Haven lot slopes down to a lake. Does that change the metal building pad?
It can. A lot that falls toward a lake can need fill on the low side to get a level pad, and fill deeper than 12 inches under a footing triggers a geotechnical report under the Florida Building Code. Check FEMA's flood map for the parcel too, because floor height may have to answer to floodplain rules. We look at the slope and the low corner on the site walk and price the fill as its own line.
Where can I see old permits for my Winter Haven parcel before I build?

A Winter Haven mailing address doesn't settle it either way. Can a steel hangar near Winter Haven Regional sit on a standard shop slab?
Not unless the engineer says so. A hangar floor carries aircraft wheels and a tug, and the wide door opening changes how the edge and column bases are detailed on that wall. The engineer sets the thickness and steel for your airplane and door. If the hangar sits on airport ground, ask the airport office what it requires before the drawings start.
Can I start with piers and a gravel floor and add the slab later?
Yes, if the drawings plan for it. Piers at the columns with a stone floor cost less up front, and a slab can go in later around them. Tell us and your engineer at the start, so the pier tops, column bases and door openings line up with a future floor height. A slab added without that planning has to work around whatever is already there.
Who books the foundation inspection on a Winter Haven steel building?
The permit holder does. Inside city limits, 2026 and newer permits schedule inspections through the city's Accela portal; outside them it goes through Polk County's system.
