A Lake Alfred shed pad starts with a house already on the lot
Before you price a shed slab in Lake Alfred, look at one rule in the city's land code. Section 3.8.1.F.1 says no accessory structure goes up before the principal structure. No house on the lot yet? Then the storage building waits. The same section bars a separate electric or water meter for the shed, so any power you run out there comes off the house service.
With the house in place, the job is simple: a square, level concrete shed pad in the right spot, with anchors where the building's drawing puts them. Sealed shed plans and a $165 flat fee under Sec. 14-71
Lake Alfred handles shed permits at Community Development on N. Lake Shore Way, through the Accela portal. The city's building permits page asks for building plans sealed by a Florida architect or engineer, plus a site plan showing dimensions and setbacks.
Sec. 14-71 of the city code lists a job-basis fee for sheds up to 20 feet by 20 feet: $27 for administration, $92 for plans review and $46 for inspection, $165 in all.
Who can file? The city says a contractor whose state license is registered in its Accela system, or an owner of homesteaded property acting as their own contractor. The page lists a Permit Exemption Request form but names no shed size that skips a permit, so get any exemption in writing before you skip a permit. Don't count on same-day inspections. Requests close at 2 pm for the next day's list. On a job over $5,000, the city wants a copy of the Notice of Commencement; Florida requires recording one once the work tops $2,500.

Ten feet from the house and behind the building line
Lake Alfred's land code decides where the pad goes, and the rules change by zoning district. Section 3.8.1.E.4 keeps a detached accessory building at least 10 feet from the house. In residential districts it can't sit forward of the principal building line, or inside the side street setback on a corner lot. Accessory setbacks from Table 2.1.6.C, listed as street, side street, side and rear:
- RR (Rural Residential): 30, 30, 10 and 20 feet
- VRN: 30, 15, 10 and 5 feet
- RN-1, RN-2, MHP and UR: 20, 15, 5 and 5 feet
The slab edge runs past the wall line, so measure to the concrete. Watch lot coverage, too. The city caps impervious surface at 0.40 in RR, VRN and RN-1, and residential districts get an extra 10 percent allowance for accessory structures and the areas around them. Twelve inches over the street crown on low Lake Alfred lots
This rule sets shed height in town. Lake Alfred's ULDC Section 2.1.4.A.2 says every structure's first floor sits at least 12 inches above the highest point of the crown of the street it fronts, unless an approved plan says otherwise. If your lot already sits above the road, it costs you nothing. On a low lot near Lake Haines, Lake Swoope or Lake Rochelle, the shed slab may need to be built up.
Ground conditions vary. In a sample of 42 points inside the city boundary, 26 percent landed on open water. Candler sand, an excessively drained ridge soil, led the land points at 24 percent. Samsula muck, a very poorly drained soil, took 14 percent. The same points split about evenly between FEMA Zone X and Zone AE, so look up your own parcel. The city offers free flood assistance and inspections, and its floodplain information page posts a wetland map.
On Candler sand, we strip roots and topsoil, as the residential code requires, then compact. On a mucky spot, move the shed to sandier ground if the setbacks allow it; if it can't move, we price digging out the soft material and bringing back compacted fill.
Hurricane anchors and the 720 square foot line
Hurricane season runs June 1 to November 30, and your shed has to stay on its pad when it blows. Florida law gives storage sheds of 720 square feet or less, not built for living in, an exemption from the wind-borne debris impact standards. Wind-load design and anchoring aren't part of that exemption. They still follow the code. The text is in section 553.73 of the Florida Statutes.
The sealed plan the city asks for is where the anchor answer belongs. The engineer's plan or the shed maker's drawing shows the bolt or strap layout, and we set those embeds in the forms before the truck arrives, then check spacing against the sheet.
There's one more city rule: a trailer, mobile home or vehicle can't serve as an accessory structure, so an old trailer or a vehicle parked out back can't stand in as the shed.
A 4 inch pad clears the 3-1/2 inch code minimum, with joints every 8 to 12 feet per NRMCA, so a 20 by 20 gets one cut each way.
Grove sheds near the Citrus Research and Education Center
Lake Alfred is citrus country. The UF/IFAS Citrus Research and Education Center sits at 700 Experiment Station Rd. with more than 600 acres of groves, greenhouses and a fresh fruit packinghouse. A storage building on grove land may hold sprayers, ladders and bins instead of lawn gear, and that load belongs on the plan.
The RR district allows agricultural uses on lots of 1 acre or more, and accessory buildings there can reach 36 feet tall. The city's code also notes that Polk County agricultural tax status calls for fenced property certified by a Property Appraiser inspector. Ask Community Development how it treats your parcel. The office recommends a pre-application meeting.
